Sitefinity is a very robust and flexible CMS at the same time and, normally, it can handle the different time zones and different languages with no problem, that is why, as you said, there is no precedent related to this kind of issue.
Can you please double check the following points?
- Is it Microsoft® .NET Framework 4.0 installed in the local machine?
- Are all the minimum requirements satisfied ? (you can check the requirements in the following link: http://www.sitefinity.com/resources/system-requirements)
Can you provide us what version of Windows are you using, as well as the Error.log
file located at /App_Data/Sitefinity/Logs
in your project?
Also, can you please (only for testing purposes), run the installer in another PC using the U.S. Time Zone?
