I have tried to reproduce this behavior, however to no avail. I have attached a short screen cast of the process I went through. I have a website localized in two languages (English and Bulgarian) running on Sitefinity 3.7 SP2. Here is what I did:
1) Back-up and restore the database to a new database on my SQL server.
2) Create a Blank Sitefinity 3.7 SP3 website and copy the master pages and themes from my SP2 website.
3) Enable localization and set it to be localized for English and Bulgarian.
4) Run the website and connect it to the restored database.
5) All pages are there.
