Could you please let us know from which version, to which version of Sitefinity you have upgraded your website? You can use this article as reference: How to check your current Sitefinity version?
Also, could you please check in Images and Documents module if you can access the items there? We have not had reported problems with the DownloadList control after upgrade. It seems the issue is somewhere else.
