Most probably the precompilation of the project has cased this issue and localization assemblies are no more executable version for the site. During precompilation, the compiler creates assemblies for all executable output and places them in %SystemRoot%\Microsoft.NET\Framework\version
\Temporary ASP.NET Files folder. Thereafter, ASP.NET fulfills requests for pages from the assemblies in this folder( in-place precompilation). The precompilation for deployment works in similar way.
Sitefinity works with dynamic pages and all assemblies are signed, so there would not be so big benefit of the precompilation
