    Hello Janie Shipley,

This problem could appear when the application pool is recycled and the website is accessed for the first time. On the second request you should not have this problem. You could check the sitefinity.log for any errors thrown right before this one you have posted. It is possible that something blocks the proper initialization of the workflow service.

After Sitefinity SP3 we modified the code of WorkflowRuntime class where we added lock for the Instance of WorkflowRuntime. There will be a SP4 in the coming weeks and I recommend that you should upgrade your project to it.

    Best wishes,
    Ivan Dimitrov
