Could you please check if you have followed these instructions when applying the patch:
BACK UP the project! It is extremely important that a backup is done
of both the files and the database before installing anything new. This
ensures that whenever anything goes wrong, no information is lost.
UNZIP the patch archive in a temporary folder! Then copy all the
unzipped folders and files in the project folder. If you unzip directly
in the project folder, you will have to replace all permissions as the
new files do not inherit the project's permissions.
3. If you are
upgrading from the official Sitefinity v3.1 to SP1, you need to make
the following change to the application web.config file:
telerik/search configuration section, change the defaultProvider name
from "Sitefinity" to "Search". The whole section should look like this:

Also try to rebuild the web site and reset the IIS before accessing the project.
If everything is set correctly, please send us both your project and database to figure out what is wrong. You can open a new support thread for this purpose.
