Workflow Permissions

I am setting up a site with a 2-stage approval process.  When my custom-configured Approver role attempts to Send to Publishing, I am getting a "You are not authorized to 'View 0' ('Workflow Definition')" error.  I'm sure I'm missing some permissions for the Approver role, but don't know which one.  We don't want Approvers to be able to do anything but click on the Page in the Page listing, then Send to Publishing (ie, no access to Administration or Content).  Can you please point out which permissions I'm missing?  In  The Role currently has Allow for  "Access Publishing Backend Pages and "Edit content of this page and its child pages" on the page in question.  I'm trying to limit access to the very minimum for this role.

Hi Susan,

For first level approvers you need to set permissions as in the screenshots I'm sending. Approvers should be able to access the page to send it for approval. Also, to apply permissions you need to restart your web config.
