Can you please let us know if you have upgraded directly from 3.2 to version 3.7? Please note that the officially supported upgrade path recommends going through all major versions in order to have seamless upgrade. Judging by the exception it looks like a required template might not have been replaced during the upgrade or the application pool identity dopes not have proper rights over it. Can you please take a look at this
