I have noticed a number of related issues as well as issues connected with creating new sites that may all have a common solution.
I had two identical servers running Server 2008, the only difference was one used the legacy FTP 6.0 app and the other the newer FTP 7.5. It appears that to setup directories in IIS 7, the IIS6 scripting and management capabilities are required. These are clean systems set up from scratch with all the default properties set. Some of the suggestion on permission issues is sending people off in the wrong direction.
If you are having installation issues and site creation issues, try uninstalling FTP 7 and enabling the legacy FTP 6. (Or just the management piece of IIS 6.0, I did not determine exactly what component was the issue.) Once I did this all the installation and site creation problems were fixed.
However, I will not be able to use, at least very easily, FTP 7 + siteFinity on the same server.
NB: SiteFinity team, please look into this issue and fix it so the legacy 6.0 components are not required..
