Every user whose password is not "blank" in Windows workstation can log in the Sitefinity Project Manager. If this user doesn't have permissions for creating virtual directories in IIS, s/he will not be able to create a new project, but only use a project already created.
Therefore, your possibilities are :
- Try to login with a standard user who has a password set and try to create a project. If this works, your user will be able to use Sitefinity but will not be an administrator of the workstation.
- If you are unable to create a project with a standard user, login with administrator and create a new project. Then you can login with the standard user and administer this project, but you should be not able to create new project.
Note that the pop-up box you see is asking for permission to work with IIS in Windows, not with Sitefinity. When you create projects in Sitefinity, you create users who can work with this project.
