We had several similar reports recently but haven't heard back from anyone, so we are not sure whether our advice helped or not and we could not reproduce it locally.
Are you using Vista by any chance? If yes, please make sure the project virtual directory is placed in the Classic.NET AppPool
, check the pool's settings and restart the application.
You should then be able to get to the second step of the project startup wizard (~/sitefinity/cmsstartup.aspx
