    hi,
    i'm started used in the sitefinity.
    but when i send mail with the Newsletter.
    all the Hebrew words   turn over to ?????

    Have you tried changing the encoding of your browser/mail client?
    Try Unicode(UTF-8).

    after i fill  content and move next. brfore i send the email.
    all the Hebrew words  turn over to ?????.

    It appears you're trying to send the message as plain text.
    I've just tried adding and sending an Hebrew newsletter (as an HTML message, not clicking on "Use plain text" when you create the message) and had no problem whatsoever, also reading the sent newsletter).

    Have you tried to actually send this newsletter?
    You should, and see whether you can read it properly with your mail client.

    I would certainly check your browser's encoding:
    In MS Explorer click "View" - "Encoding" and select Unicode (UTF-9).
