You can use AppSettings element of the web.config and add /remove keys at runtime
. Another option is storing the data in XML or in a database table. The better option will be getting and setting the data in custom database table.
There is no problem to crate a page under Administration >> Tools. To create a new tool you have to create a custom class that inherits from ITool and add a method that will return the path to your control template
