Notifications for site updates - possible?

    Is there a way to notify site users via email when the site has been updated? I have been looking at the Workflow settings, but all I can see is options for notifying people when they need to approve a page. My client does not want that. They want all their assigned users to receive an email whenever someone in the organization makes an update to the site, but they don't want to have to approve every change. Can this be done?

    Could hook into the API site events and just shoot off emails​

    There's really no way to do this outside of events or modifying the xamlx workflows (which you can only do in enterprise, and even then it's usually good to keep those stock)
