Site pages not displaying - I have a JavaScript error: The character encoding of the HTML document was not declared

    I moved my Sitefinity site (using version 3.7) to a new server.

    The live site currently is working: http://royalelimousines.com.au/

    The development site is not working: http://10.10.25.9

    I see that there is a JavaScript error as follows:

    The character encoding of the HTML document was not declared. The document will render with garbled text in some browser configurations if the document contains characters from outside the US-ASCII range. The character encoding of the page must be declared in the document or in the transfer protocol.

    Do you know what my issue could be?
